NVIDIA Resumes H200 Chip Orders and Production for China: Over 400K Units Approved Under New Export Framework

NVIDIA officially announced at GTC 2026 that it has resumed accepting purchase orders and production of H200 processors for Chinese customers. Confirmed directly by CEO Jensen Huang, this move is based on the 'H200 Export Framework' approved by regulatory authorities in both the US and China. The H200 is NVIDIA's second most powerful AI chip, while the latest Blackwell line remains restricted from export to China. Export licenses come with strict conditions including the US receiving 25% of sales revenue, shipment caps, and third-party verification. Major Chinese technology companies including ByteDance, Alibaba, and Tencent have been approved to purchase chips, with over 400,000 units authorized in total. A quantity cap of 50% of US domestic sales has also been established. Before export controls, China accounted for approximately 13% of NVIDIA's total revenue. A previous attempt to re-enter the Chinese market with the downgraded H20 chip was unsuccessful as the Chinese government prioritized domestic alternatives. The resumption of H200 sales represents significant re-access to the crucial Chinese market for NVIDIA and is expected to positively impact the company's revenue. This decision reflects a new compromise approach by the US government that restricts access to cutting-edge technology while permitting limited sales, potentially having far-reaching implications for the entire semiconductor industry.
